just leave it out - it's a stabilzer.

This article suggests you can use vinegar. But it will affect the texture of what you're baking.

There is not a good substitution. If cream of tartar is used awith baking soda - omit both - and use baking powder instead. If it calls for baking soda and cream of tarter, just use baking powder.

Usually, when cream of tartar is used in a cookie, it is used together with baking soda. The two of them combined work like double-acting baking powder. When substituting for cream of tartar, you must also substitute for the baking soda. If your recipe calls for baking soda and cream of tarter - just use baking powder.

According to the internet there is no recommended substitute for cream of tartar. "Cream of tartar is best known in our kitchens for helping stabilize and give more volume to beaten egg whites. It is the acidic ingredient in some brands of baking powder. It is also used to produce a creamier texture in sugary desserts such as candy and frosting. It is used commercially in some soft drinks, candies, bakery products, gelatin desserts, and photography products. Cream of tartar can also be used to clean brass and copper cookware."
