Alton Brown had a Good Eats special on this on the Food Network a few years ago. Maybe try the food network website? I believed he used copper metallic strips and bent them into the shape he wanted. Sorry I can't give you more details!

You can buy kits to make cookie cutters. But, this website has some good instructions for making them without using a kit:

Buy a round cookie cutter that is metal. press into it and make ur own shapes!

buy a few of those throw away alumanim pans. get a ruler and a premanant black marker! on the bottom of the pans draw lines with the ruler and marker 1 inch from each other till you get to the other side! cut the sides off the pan off with scissors and then cut the stripes out! get a pencil and piece of paper and draw unique shapes to make cookie cutters! then take 1 strip and and start molding according to your drawing! when done connect the 2 ends evenly and take a stapler and staple together!( I would do 2 staples) and there you go!!!
