As others have said, it's the bad eggs that float.

I'd normally say they are fine based on their 11/28 expiration date, provided they are thoroughly cooked. I've used them as long as two weeks after the expiration date, though mostly in baking, when they are that old.

However, if the other eight were stored in the same place as the two that floated, I'd be cautious with the whole batch. How were they stored? I've never had an egg float that close to the expiration date; generally it takes our eggs 3-4 weeks past to reach that point.

The fresher the egg, the more it sinks--very fresh eggs sink easily, eggs that are getting older either sink slower or float partway; old eggs float. With a date of 11/28 they're probably fine, but, if you want to be extra safe, you can get rid of the "floaters."

The "expiration" date is not the date it's scheduled to go bad. It's just the last day the store can legally sell it.
