Check out your local county fair next summer. A lot of Ohio counties have special categories for teen cooks to enter pies, cakes that kind of stuff. You won't get rich, but first prize usually includes a few bucks, a blue ribbon and your name published as the winner.
I types in Ohio cooking contests and Yahoo came up with a bunch. Since I don't know which part of Ohio you live in, I can't really suggest particulars. I agree with the first answer about the county fairs for next summer. Check your local newspapers and TV stations also.
I did a search on Google for Cooking Contests (in quotes, so it was searched as a phrase) and came up with this website:

These are for recipes more than cooking - but if you look at the bottom of the list, there's an open contest with a grand prize of 1,000.
Anyway, there are a bunch of contests here. These aren't specific to Ohio, nor to teens, but a good cook is a good cook, teen or no.
If you do that search in Google ("cooking contests" - note plural and do add quotes) it comes up with 67000+ hits. (Of course - lol - only the first couple of pages are probably relevant...) I didn't have time to look beyond the first couple of links, so if the first link I gave ya didn't grab ya, check out some of the others.
Other than that, yes a county or state fair would be a good venue for you.
Also, food companies (Kraft, Campbell's, Pillsbury, for example) often have contests, and many of these include a teen category. And even if the DON'T include a separate teen category, like I said, a good cook is a good cook!
