This is a tricky one because anise has a very distinct flavor -- it tastes like black licorice. There's really nothing like it. You might try substituting Chinese five-spice powder which is made with anise and fennel, both of which taste like licorice. Do a test batch before you serve this to company! As a last resort, you may have to switch to vanilla, mint or lemon, being aware that this will have a significant impact on the taste of your Christmas cookies.

There is no way else to get that anise taste... maybe some black liquorish or some Ouzo?

You may use ground star anise found in chinese grocery or infuse a liquid with whole Star Anise and use it that way

You can actually use the liqueur itself. Sambucca or anesone are anise-flavoured liqueurs. Those work well as extract substitutes.

Amaretto (or almond extract) might work well as a substitute.
Pernod is also a anise-based liqueur.
