How much fennel leaf instead of fennel seed?!


Question: I have a recipe that calls for 1/2 teaspoon of fennel seeds. I have the actual fennel plant and leaves instead. I know that the fennel seeds have a stronger and more concentrated flavor.

So how much of the fennel leaf/leaves should I use as an equal substitute?
