Essentially they are the same thing. Mine has 4 different round metal discs to put on the grinder/mincer, made of steel, each disc has a different size of hole in it. If you start with the largest holed disc you will know what size of meat pieces you get and you can then change the disc to a smaller holed one depending on how fine you want your meat ground. These home grinders are not for grinding bones but if your grinding chicken it could happen and you don't want ground bones in your meat you have to be careful. Mine has an attachment for making sausage meat as well where you can slip the casings onto the machine.
The meat grinder at the butcher shop will grind bones. A well-made meat grinder for the home kitchen will not grind bones. I'm not sure what a meat mincer is: if I need finely ground anything I put it through my regular grinder with a finer blade, or sometimes I put it through with the coarse blade and then put it through again with a finer blade.
And why would you grind bones anyway?
