If it calls for a tablespoon of baking powder, then add two teaspoons of baking soda to a teaspoon of flour, and add a tablespoon of lemon juice to your liquids.

Baking powder consists of equal parts baking soda and an acid, both mixed into a neutral filler. The acid is usually creme of tartar, but it is unlikely you have that on hand. Lemon or lime juice will do, but no liquids should be added to the baking powder directly as this will activate it too soon. Which is why I wrote to add the lemon juice to your liquids. Since the lemon juice will be in liquid form rather than solid form like the creme of tartar would, then you'll need to use more of it than the baking soda you will use, which is why the amount is greater.

Baking powder and baking soda act as chemical leavening agents to make doughs rise. Beaten eggs use trapped air to cause a dough to rise, and yeast multiplies giving off carbon dioxide which expands the dough.

They won't rise without the baking powder, however...

For each 1 teaspoon baking powder called for in a recipe, use: 1/4 teaspoon baking soda plus 1/2 teaspoon cream of tartar

A quick and easy way to make donuts at home is to take refrigerated biscuit dough, poke a hole in the middle and fry them in about 1/4 inch of very hot vegetable or canola oil. While they're still hot (and a bit greasy) you can roll them in cinnamon, sugar, lemon zest, or whatever you like!
