flower girl --- The three ladies above are correct in their answers. We bakers call it dredging the fruit. And it will help keep the raisens from settling to the bottom. Plump the raisens first with hot water, drain well then dredge them in flour and fold into your banana bread just before you are ready to
place in baking pan. Fruit is added to fruit cake in this manner also. Be sure to drain raisens well before dredging them.

Dust the raisins with flour first :-)

Toss the raisins with flour and gently fold them into the batter last. Actually, chocolate chips taste even better!

Plump your raisins first by putting them in a cup of boiling water (or juice or liquid for your recipe) and letting them soak a few minutes till plump. They'll be moister and have more volume to stay off the bottom.
