It is a verb meaning to soak in water or other liquid so as to extract its flavor or to soften it.
To make tea, I steep the bag in boiling water

Infuse....

infuse, steep?

If the liquid is hot but not boiling water then the word is steep or infuse. If you are boiling to extract flavor then it is a decoction.

Infuse has been used so I'll say Masserate
