The most common cause of not being able to peel a hardboiled egg is overcooking. Here is a sure fire method for properly cooking and peeling eggs:
Bring a pan of water to a simmer on the stove. Add 1 Tbsp of white vinegar. Carefully lower the eggs into the water. Keep the water at a simmer or low boil. Set an egg timer for 12 minutes.
When the timer goes off, carefully pull the eggs out (I use a slotted spoon). Set them in an ice bath made with cold water and ice cubes. Let them sit there for about 30 minutes. Do not peel them until they are cold. They should peel perfectly.

Bash a ring near to the top of the egg with a very sharp knife, then stab it with said knife and lever top off.
You can actually buy a proper tool for doing this. Egg scissors. Truly. Check it out on ebay.

Run them under cold water for a few secs, this cools the thin membraine inside the egg shell and allow you to cut of the top or peel without any problems. It's what all chefs do.
I take the egg, and crack it gently all over.. (using the table top, just tap it all around).. then while runnin the cold water in the sink.. | then roll the egg gently in my palms, it seperates the skin inside from the shell somwhat.. then I start peeling it from the fatter end.. (its where the air pocket is), the shell seems to peel off quicker and easier this way... (all the while holding it under the cold running water)
I crack the top and peel off the shell at the top spoon off and eat the top then dip my soldiers in the yolk then eat the rest. Lovely!!

Crack the shell very well with a tea spoon after cooling the egg under running water.
Dip the spoon in soft butter or a little cooking oil.
Now force the upside down tea spoon in between the shell and the egg...
Shell comes off clean.
Very sharp knife in one hand piece of kitchen paper (folded) in the other.
Egg cooked to your liking in the cup. One swift action will take the top clean off.

With a knife, holding it with a bit of kitchen roll
wrap it in a dish cloth and start cracking it on the counter. then take your palm, apply a lil pressure and roll it. you'll see the egg. it'll have a million cracks in it, but the membrane will still be intact under neath. then pick a place and peel. you should be able to peel off the whole thing without it even breaking. its the easiest and fastest way to do it. i do it all the time because i love making egg salad sandwich.
Before you put it to boil, pin prick a hole in the shell. The water and salt release the eggshell. Make sure they are at room temp before beginning to boil.
Once done cooking, put in ice water until cool enough to handle. Crack gently all over (i do it against the side of my sink, but any method will do.
Here's the trick...when peeling do so under a slow running tap. The water will help with the peeling and wash off any bits of shell you might have missed.
Another tip...if you are going to be boiling a lot of eggs, go for the brown eggs. it's much easier to spot any bits of shell you might have missed.
put loads of salt in the water before you boil it . cool it after it is cooked tap it and unwrap it.
hard boiled= bash the egg on a hard surface then the whole shell will peel off easily. soft boiled= tap the side with a spoon to crack and whip the head clean off
So long as the white is cooked solid, just tap it gently on a hard surface to introduce a small crack into the shell, then place the egg between the palms of your hands and roll it around using gentle pressure. You'll hear and feel teh crack spreading to cover teh entire eggs surface.
When the entire egg shell feels broken and crazed, you can simply peel it off like an orange-skin.
Run under cold tap immediatley , then peels easily.
I agree with Tom K. But no longer than 12 minutes or you'll end up with that ugly green color on the yolk. If you want to cook it longer put a small pinhole in one end. That supposedly releases the gasses that cause the greenish color.
I prefer to do it under cold water, for some reason you can take massive chunks off in one go instead of loadsa tiny bits.
I normally put the boiled egg in cold water for about 2 min and the gently roll it backwards and forwards , then it is easy to Peel the shell off in one go.
wrap it in a tea towel and roll it in your hands until all of the shell is cracked and then unwrap it and peel.
i have found that once you tap it to crack the shell after boiling, if you run coll water over it while you peel it or peel it in a bowl of cool water, it comes off very easy and doesn't chunk off the egg:)

All the above solutions are ideal for a shop bought egg, however when hard boiling a fresh egg from ones own or a neighbours chickens the shell will only come off in small shards..usually leave them a couple of days before using.
