It is clear that she doesn't know what "con carne" means. Perhaps she just thinks that is the name of the dish and didn't bother to learn the meaning.

Talking about vegetarian chili con carne puts me in mind of one of my sons asking if he could have "fish and chips without the fish". It is linguistic nonsense, but the idea is that one proceeds in the same way as for chili con carne, but substituting extra vegetables for the meat content. What else could she have said, to be fair to the woman? Vegetable chili would bemuse the listener, as chili is a vegetable. Chili hot pot would sound quite good and perhaps less misleading.
