If it's for a batter for the fish, yes, but remember you're going to be missing the flavour component. Part of the reason for the ale is the fizz (which you get from seltzer) and part for the falvour.
no, the beer actually does add flavor. If you don't have beer you might want to sub with veggie broth or light chicken broth.
Ethyl alcohol evaporates at 170F, so you don't eat alcohol, but beer adds flavor (from the hops)
