OMG no dont precook it, if its slightly frozen thats best.
your roast frozen is best for all day cooking
season as usual, cut up veggies if you want to go in with it add 1 can beef broth and turn on cooker for 6-8 hrs and let go and do your thing, the beef will cook wonderfully in its juices and when your ready to eat fall apart when you try to remove it from the slow cookre. I love that and its so juicy and yummy and very comforting. I also found a link with tons of them for you to try, have fun with it. And remember when you find one you love write it down.

Easy Veggie Beef Soup

1 1/2 lb stew meat cubes
1 can peas
1 can corn
1 can green beans
1 onion diced
1 can diced tomatoes
1 tsp. Mrs. Dash original seasoning

Do not drain liquid from vegetables. Dump all ingredients into a slow cooker in the morning. By dinner time will all be done. No need to pre cook the beef cubes. If that's not enough liquid, add 1 12 oz can V8 juice.

There is a web site with Slo Cooker recipes. Google will probably find it for you.
I bought a couple of books - Publishers remainders - one specially good one is "New Recipes for your Slo-Cooker" a paper back by Annette Yates, published by Foulsham.
ISBN 978-0-572-02636-3
It's amazing just how many things you can cook in these gadgets - like stuffed plaice with orange, hot spare ribs, braised bacon are some of the things you might not have thought of.
Jars of sauces are good - I would heat them up before chucking them into the cooker because it gets the cooking on the go quicker.

No, you should never pre-cook any meat going into the slow cooker. Did you know the flat cut of the beef brisket is over 90% lean?
Here's a good beef recipe:
Sweet and Sour beef:
1 small can tomato paste
1 small can tomato sauce
1 large onion, sliced thin
1/4 cup cider vinegar
2 tbs. brown sugar
5 whole peppercorns
1/2 tsp.salt
1 3lb flat cut beef brisket
Mix paste, sauce, vinegar, salt, and sugar together. Lay onions on bottom of cooker. Place your brisket on top. Pour over sauce. Cook on low 6-8 hours, or high 4 hours.
