Can I subsitute 2% milk 4 heavy cream in a caramel recipe?!

nope go to the store and get heavy cream...you carmel won't be as rich and heavy if you use 2%

No. Heavy cream helps the caramel to become thick. 2% will cook too fast and thin and quite possibly burn your caramel.
You really need the cream....sorry.

I would use half the amount milk and then extra butter. Haven't tried it myself though . If it is still a bit too runny, you could thicken with a bit of corn starch
