You are trying to convert a dry weight measure into a volume measure. The trouble is, flour can weigh different amounts depending on how it's milled, if it is sifted, whether you live in a humid climate or an arid one. The source of the recipe is also an issue as the American ounce is different from the UK ounce. I'm guessing that you don't have a food scale. It is actually the most accurate way to measure dry ingredients.

Your best bet is to find a recipe for the item you plan to bake with measurements you have the equipment for so you don't end up with something you can't serve.

Some of the answers here refer to fluid measure and are not applicable to your needs.

There are 8 ounces in every cup, so:
9 ounces flour= 1 1/8 cup
21 ounces sugar= 2 5/8 cup

You can use this.... I would book mark it... You can convert just about anything on this web page...

9 ounces is 1 cup plus a little

2 sticks of butter is 1 cup

21 ounces sugar is 2 1/2 cups plus a little

9 ounces will be 1.125 cups and 21 ounces will be 2.625 cups
