I live on the 8th floor, can I cook on a charcoal grill on the balcony?!

Should be in your lease papers, put if it is not a fire hazard I do not see why not. If the flames get a bit high though do not spray water on it or panic and hit it with a fire extinguisher. That will spread it all over, just put the lid on it.

:-) propane would be safer and in the long run less expensive.
