Answers: This is chicken that has some kind of dry rub on it and then flame broiled. You can taste the cumin but I have no idea what else they use. It is a Mexican dish that is served with their rice, beans, etc.
In Mexico there are a number of pollo loco clones, although the taste is not exactly the same. The copycat recipes book might be worth trying out, they claim to have cloned the el pollo loco chicken recipe to perfection. The other source provided might be worth trying out too, although I don't think the tabasco sauce is something the real thing uses.
I suspect you mean "pollo loco"?
