You don't. That's why they call it whipped *cream*.
aaa
I guess the same way you would make fat-free lard??
you have to whip up egg whites on high for like 2 or 3 minutes. It's not really whipped cream, but more like meringue.
A sort of cheap and easy substitute is to use powdered milk mix and cold water. Put equal parts milk and cold water into a mixing bowl and set your mixer on high. It will mix up into a frothy confection much like whipped cream. You can also add some vanilla extract and a couple tablespoons of sugar for taste.
you can make it with egg white and a dash of cream of Tartar (its a spice) you whip the egg white on high for several minute till it speaks (you pull the mixer out and the mixture sticks up like pulling a knife from a peanut butter jar)
I suppose you could use a frother, but you would have to use what you make fast because I don't think that stays stiff very long:

(Actually, I don't think this is that dumb of a question, I am always looking for healthier alternatives to eating foods that are not good for you, so thanks for asking this.)
Buy some Cool Whip
put skim milk in a jar and use an immersion blender (one of those blender wands) It will whip up like whip cream, but it deflates faster. This was one of its most popular selling points in the beginning.
