Actually almost any recipe for German Chocolate Cake should work - the sugar content in the sweet chocolate used for German Chocolate Cake is about equal to that of milk chocolate. The only conversion you would need to make would be that 4 oz of chocolate would be aboput 2/3 cup of chocolate chips. So a converted recipe would be:

2/3 cup milk chocolate chips
1/2 cup water
2 1/2 cups all-purpose flour
1 1/2 cups white sugar
1 teaspoon baking soda
1/2 teaspoon salt
1 cup sour cream
1/2 cup butter, softened
1 teaspoon vanilla extract
3 eggs

Preheat oven to 350 degrees F (175 degrees C). Grease and flour pan. (two 9 inch or one 9x13 inch)
In a saucepan over low heat, combine chocolate with 1/2 cup water. Heat, stirring, until chocolate is melted. Remove from heat.
In a large bowl, mix flour, sugar, soda and salt. Add sour cream, 1/2 cup butter or margarine, vanilla and eggs. Add chocolate mixture and beat 3 minutes. Carefully spoon batter into pan.
Bake at 350 degrees F (175 degrees C) for 30 mins (round pans or 40 to 50 minutes (long pan), or until toothpick inserted into center comes out clean. .

The other possibility is to make chocolate lava cakes - even though most recipes call for semi-sweet chocolate you could substitute milk chocolate much change in texture...

1 cup unsalted butter or unsalted margarine*
8 ounces chocolate chips, or bars, cut into bite-size chunks
5 large eggs
1/2 cup sugar
Pinch of salt
4 teaspoons flour (or matzo meal, ground in a blender to a fine powder)
8 extra-large paper muffin cups (or use regular paper muffin cups, which will make 12 cakes)

Melt butter and chocolate in a medium heat-proof bowl over a saucepan of simmering water; remove from heat. Beat eggs, sugar and salt with a hand mixer in a medium bowl until sugar dissolves. Beat egg mixture into chocolate until smooth. Beat in flour or matzo meal until just combined. (Batter can be made a day ahead; return to room temperature an hour or so before baking.)
Before serving dinner, adjust oven rack to middle position; heat oven to 450 degrees. Line a standard-size muffin tin (1/2 cup capacity) with 8 extra-large muffin papers (papers should extend above cups to facilitate removal). Spray muffin papers with vegetable cooking spray. Divide batter among muffin cups.
Bake until batter puffs but center is not set, 8 to 10 minutes. Carefully lift cakes from tin and set on a work surface. Pull papers away from cakes and transfer cakes to dessert plates.

Hope this helps you get your chocolate groove on!

If they all require cocoa or the items you don't have, maybe you can use a substitute. Look up "Ingredient Substitutes" on Yahoo.

Or maybe good old chocolate chip cookies would satisfy your craving? (I admire you. I'd just eat the chips out of the bag by the handful.)
