1 tablespoon is 14 grams!!! so 18 tbsp would be 252 grams! or 3 cups...lol....I'd go with cups!!! actually the American version would be 2.94 cups!!
Most cookbooks in the US use volume measurements rather than weight. Many cookbooks have conversion charts in the back to facilitate this process. 250 grams of flour is about 2.5 cups. I recommend that you do not use heaped tablespoons as a measure for anything; the size of the heap is too variable.

This is a basic pancake recipe that doesn't use weight (English style pancakes or crêpes)
* 2 cups all-purpose flour, stirred or sifted before measuring
* 2 1/2 teaspoons baking powder
* 1/2 teaspoon salt
* 1 egg, slightly beaten
* 1 1/2 cups milk
* 2 tablespoons melted butter
Use a teacup sized cup, not a mug.
Add the dry ingredients together. Mix all the wet ingedients together then add a little at a time to the dry ingredients. Stir until smooth before adding more liquid. Keep adding liquid until the mixture is the consistency of double cream.
Put the mixture into the fridge to let it settle to remove most of the air for about an hour before you use it, you can use it without this settling time, but you will get more holes in your pancake.
The secret to really good pancakes is to use a non-stick frying pan, only a tiny bit of lard and a REALLY hot pan. The lard should be just beginning to smoke before adding your first ladle of pancake mix. Don't try to "spread" the pancake, tilt the pan (rotate) to spread the mix. Wait until the top goes "dry" then turn your pancake. Don't mess with it and only turn it once.
Tip: If you end up with a lumpy mixture, then just blitz with an electric whisker
