The supplies won't be too expensive. Heavy cream is a few dollars, and I'm unsure about the vanilla bean, and you probably already have sugar at home...
It doesn't look very easy to make, but I'm sure if you just follow the directions carefully you will be fine. I saw on the website that is says you can put it under the broiler in place of the propane torch, just make sure you keep a close eye on it because it will cook fast under there!
The most expensive ingredient here is the vanilla bean. Good grocery stores do sell them in with the spices. I'm not sure how expensive they are though because I've never bought one. You can always look for a recipe that uses vanilla extract instead of the vanilla bean, if you're trying to save money.
You can skip the propane torch and pop the creme brulee under the broiler for a couple of minutes to melt the sugar. Just watch them so the sugar doesn't burn.
