Why is it that when i baked the cake, the outer layer is nicely baked, but the inner layer still quite damp?!

Use milk next time instead of water. Cover the top of the cake baking tray with a piece of foil paper. This will give enough time to allow the inner part of the cake cooked properly without burning the outer layer. From time to time , insert a long toothpick or cocktail pick into the inner part of the cake, if it comes out wet, the cake is not ready cooked.

Try adding less water.

or try minimizing the temperature of the oven.

Purchase an oven thermometer to check if there's an even temperature throughout the oven. Agree that you ought to lower the baking temperature.
