Icing sugars/confectioners' sugars are generally referred to as one and the same, although they do vary brand to brand and in grade. In general terms, most people think they are all created equal.

I've never made my own icing sugar for home use (I've always purchased the 10x or 4x confectioners sugar), but please note this fact:
Most home cooks enjoy using the 10x Confectioner's sugar for making icing for cakes, always sift twice to remove lumps before preparing recipe; use level dry cup measurements for use in recipes.

The 10x Confectioner's sugar is finer than the 4x Confectioner's sugar.

Differences will be apparent if you are making decorations such as roses or are figure piping cake decorations. The 4x was recommended in my cake decorating class for decorating (has more body). You add more confectioners' sugar than that which is used to ice the cake to stiffen the icing so that the roses will hold shape.

Paste colors are preferred over liquid colors since they don't thin the icing. You work the color into the icing with a spatula on a smooth flat surface.

I realize that this was more than you wanted to know, but just the facts please, does not enlighten one as to the practical usage of the products.

no they're the same, just different names.

Nope. It just has different names, and it's also known as powdered sugar.

Generally, it is not called icing sugar or confectioner's sugar in the United States; however this wording is common in other Western countries.
