If the dal is soaked, there are 3 methods of Grinding dal:
a) Using a wet grinder (this grinds it the best as it has a stone which grinds it well) Examples of wet grinder brands are: Butterfly, Premium, just put wet grinder in google you get results for it).
b) Using a Indian mixie (becoz it is built for such purpose). The only bit of problem using this is the mixie gets warm if you try grinding dal to make batter for idli or dosa items as this requires well grinded dal which takes a long time in Mixie operation.
c) Using the Braun (can use other brands also) Meat grinder for grinding dal (without added water) to make dishes like "dal vada" which requires nil or least amount of water. This is what I use to make "vada" batter as it grinds soaked dall very well without using any added water.
I make it often and never grind it. I just cook it til' mushy.

My mother uses a hand-turned metal mill to grind the peas she uses for dahl.
A miniature electric coffee grinder should work, as long as it hasn't been used for coffee.
*Its easy ~~~~ soak the daal for 3 to 4 hours !!!
Drain the water & grind it in a grinder mixer with a little water !!!!
Do use the grinder attachment !!!
Sumeet, philips, panasonic etc are good mixer grinders !!!!
