Sugar cookies, not Christmas cookies?!

Question: I want a recipe for sugar cookies (and not Christmas cookies, because I know you need extra flour so that you can cut out the dough) that does not require cream of tartar. I want them to be large and soft and good. How can I make them big without them running together in the oven?
