Is it OK to use sweetened cocoa for brownies?!

It depends on whether you want moist chewy brownies or crumbly cake-like brownies.
There is a BIG difference between sweetened and semi-sweet (or bittersweet) chocolate. It's not simply a matter of sweetness. Unsweetened chocolate does not contain lecithin, which is what makes the sweeter chocolates nice and creamy in your mouth. More importantly, when sweetened chocolate is manufactured, the sugar and cocoa are bonded together when the product is heated (a chemical reaction), but this doesn't happen when you just add sugar to unsweetened chocolate at home. The extra sugar in your recipe will absorb moisture from the other ingredients, making your brownies dry and crumbly.
So if you simply use unsweetened choclolate and add more sugar, your brownies will come out dry and cakey. Of course, if that's what you're after then go right ahead, but most folks prefer a moist, chewy brownie which is why you really should use semi-sweet chocolate from the start.

just make sure to adjust the sugar you add, look to see how much sugar is in the sweetened cocoa
