When adding Sumac Spice to Spag Bol should I mix it with the meat when browning or once the sauce is in?!

I would do a bit of both, seasoning the meat while cooking, but when you drain you'll lose some, so once you mix it all up taste and see if you need some more, if so add it.
add it to sause if you put it with meat when cooking it can burn and leave a very bitter taste
i would brown the meat, then add the sumac spice and then add your sauce
