I want to substitute cocoa powder with chocolate chips..?!

So that would be 4 ounces of chocolate chips. You need to decrease the shortening by 4/3 tbsp (or whatever kind of oil/fat you use in the recipe) , and decreasing sugar by 1/3 cup.
EDIT: I would not recommend doing it though. I recall doing a similar conversion for a brownie recipe, and the results were like night and day. Better to find another recipe.
It's not a match. You'd get a mess.
6 ounces of chocolate chips equal 1 cup = chocolate bars chopped into chunks OR M&M candies (in cookies) OR nuts (in cookies) OR carob chips OR raisins OR chocolate-covered raisins OR butterscotch chips (If you're using these in place of chocolate chips to make fudge, use less fat in the recipe.) OR peanut butter chips (If you're using these in place of chocolate chips to make fudge, use less fat in the recipe.) OR white chocolate chips (If you're using these in place of chocolate chips to make fudge, use less fat in the recipe.)
It's not a good substitute. Chocolate is fatty and wet when it melts. Cocoa is a dry ingredient. The recipe would have to be completely reworked because the ratio of wet to dry would be off.
Look for a new cake recipe that calls for chocolate chips.
