yes use half brown half white or all white...whatever you have should suffice for cookies

Use a food processor to make powdered sugar or a blender as a last resort.

If you have a coffee bean grinder, you can make your own powdered sugar using regular granulated sugar. (Add a little corn starch if you have some, but it's optional.)

powdered sugar is just regular sugar ground up more.. do you have like a mortar and pestle thing? if so you can grind it to a finer powder and use that.

absolutely, when you are making cookies, always use regular sugar, half it with brown sugar when you are making choc. chip or oatmeal, tastes great..

Powered sugar is another name for "icing sugar" or "confectioners sugar"
It is quite light in texture, very powdery and almost fluffy. It is used mainly in recipes for icings.

I do have cookie recipes that call for powdered sugar and I have never substituted regular sugar instead. I think that regular granulated sugar may be to heavy for your recipe.
