When you buy prepacked mincemeat, chicken legs or thighs, steak whatever, do you wash them before cooking?!

Darn right the stuff is handled very carelessly by dirty people.
Wash everything you mentioned and then wash the cooking area as well as your hands.
It's bad enough that meat can carry salmonella but processing plants in the USA and England leave a lot to be desired they are not clean or inspected as they should be.

I never wash my meat, some people do and feel it's cleaner that way, but i just feel if you fry it, all the " dirt" as they are afraid of will be burned of anyways. and i feel if you wash your meat to much specially the steak and such, it will rinse of the left over blood and meat juices that will make the gravey so tasty.
don't be afraid of a few bugs in your food, your stomag has enough accid to deal with them and if you think of it, many things are touched by other hands before we eat them, i mean common now, you gonna wash your bread before eating it? your cheeze? etc etc. just enjoy your food.

then pat dry with kitchen towel or paper towel.

Life it too short. Any bugs in it will be killed off by proper cooking temperatures.
It is always a good idea to rinse off chicken, the red types of meats I do not rinse off.Also a good idea to wash down the sink etc. after preparing chicken.
I am curious as to what your version of mincemeat is? I only know mincemeat as something that comes in a jar that you make mincemeat tarts etc. for dessert out of. I do know that very old mincemeat recipes did call for real meat (I think perhaps pork but I am not certain) I am just curious!
YES! Wash everything that you can.
Especially if it came from a plant outside of the country. Different standards when it comes to health codes. i.e. You wouldn't believe how much meat in the US comes from Mexico which has considerably lower standards in their plants/stockyards/etc. Personally, I don't buy meat from Mexico.
Another example: Tyson (the chicken ppl) was the company that lobbied (and won) for the rinsing standards used. It used to be that their rinse water had to be changed after each "batch" of chicken comming through. They got that changed to extend the life of the rinse water to "several batches" of chicken before changing. Obviously I don't have actual details of this "on me" right now, but can you imagine that gross water your chicken is dunked in before being packaged? YUCK!
I wash roasts, chops, ribs,etc but not ground meat.. I especially hate the bits of ground bone that are on pork steaks or chops..
