Long story short, the people in the Burger King commercial were comparing Wendy's supposed lack of diversity in its menu with the controling aspects of the former Soviet Russia.
Answers: To what they are referring is when Russia was once part of the Soviet Union (USSR). During Soviet times (especially during its Leninist and Stalinist period) most aspects of people's lives were heavily regulated, and the entire economy was controlled by the national government. As a result, the Soviet Government determined what kind of food would be available to the general populace along with such extremes of determining what would be on the menu in restaurants which were all more or less owned by the government. Basically, if the national government in Moscow did not like a particular food product or idea, then it would unilaterally ban that item or thought despite the feelings of the general populace.
