Sauce:
3 tablespoons butter
3 tablespoons all-purpose flour
1 1/2 cups whole milk

In a heavy saucepan, melt butter; add flour and cook on medium-low heat for 2 minutes, stirring constantly. Add milk continue cooking and stirring just until sauce begins to bubble. Remove from heat and keep warm.
stir in 1 pound cooked drained spaghetti and serve

I don't know of a milk sauce but it sort of sounds like a bechemel sauce.

Are you sure it wasn't Carbonnara? There is a soup made that looks like it is in a milk sauce but it is actually eggs. It's called Stracciatella:

7 or 8 cups meat broth
3 Tbsp. small pasta or broken 1" pieces of spaghetti
3 Tbsp. ground Italian parmesan
3 eggs
1/2 tsp. salt

1. Put all the broth in a pan and bring to a boil except for 1 cup which you should set aside. Add the pasta and cook for about 5 minutes (longer if it is needed).
2. In a bowl mix the egg, parmesan and salt.
3. Add the cup of cold broth to the mixture and beat in with a fork.
4. When the broth starts to boil pour in the egg mixtures and mix with a fork in the broth to break it into little pieces.
5. Boil for 5 mixing constantly with a fork to keep the pieces from sticking together.
