Craft sticks
12 apples
2 cups sugar
1 cup brown sugar, packed
2/3 cup white corn syrup
2/3 cup butter
1 cup heavy cream
1 teaspoon salt
1 teaspoon vanilla extract
Chopped nuts, if desired
Insert craft sticks into stem of apples. Mix all the ingredients, except the vanilla and nuts, in a large saucepan: cook, stirring constantly, to 240 degrees F on a candy thermometer. Remove from heat and let cook until mixture thickens. Add vanilla. Quickly dip apples in the mixture and twist until apples are evenly coated. Place on waxed paper to drain and firm up. If desired, roll candy apples in chopped nuts.
or
1 cup water
1/2 cup corn syrup
2 cups sugar
1 teaspoon cinnamon flavoring
1 teaspoon red coloring
1 dozen wooden craft sticks
1 dozen small firm apples
Boil water, syrup, and sugar together until a brown caramel color is reached (at about 250 degrees F on a candy thermometer). Remove from the heat and add cinnamon and red coloring. Cool slightly. Meanwhile force a stick into the core of each apple. Dip the apples 1 at a time into the heavy red syrup, drain well, and place on a buttered baking sheet to cool.
How-To Steps
Step 1:
Buy good, firm apples such as Granny Smith.
Step 2:
Wash apples, remove stems and dry with a kitchen towel.
Step 3:
Push one stick into the center of each apple. Push into the top of the apple, where the stem would be. Set apples aside.
Step 4:
Unwrap caramels and place with the water in a large microwaveable bowl.
Step 5:
Microwave on High until caramels are melted, stirring every minute.
Step 6:
Remove caramel mixture from microwave.
Step 7:
Hold each apple by the stick and dip into hot caramel sauce, turning to coat. Let excess drip back into pan. Scrape caramel off the bottom of the apple with a knife, or use the edge of the bowl.
Step 8:
Place coated apples on a greased baking sheet and put in refrigerator for 15 minutes or more, until caramel is set.
Step 9:
Store caramel apples in the refrigerator.

You said candy apples not taffy apples.
If you want the red hard candy ones which is really good with a sour apple there is a mix you can buy usually where you buy your apples. It works really well and is good if you want that type. I believe it is just sugar, maybe corn syrup and a bit of flavour. I am sure a lollipop recipe would be the same.
Other than that where I come from we make molasses taffy apples - make molasses taffy and dip apples in.
if you wanna do it the easy way...you can buy the candy mix at a grocery store for about 3 dollars :D
