A village type Lollipops taugh by Grand Mother.

Required items

1..Sugar -500 gms
2.Maida Flour- 100gm
3.Couring Agent - 1/2 spoon ( Red or Green or Yello)
4.Ghee - 1 spoon ( for rolling purpose)
5.Dry Ginger powder- 1/2 spoon ( your choice)
6.Maize Sticks or any roll sticks available in Market.

Method

First heat sugar with little wate ( 10 ml). when sugar melts add the Maida flour, stir it well. Ensure that no clotting. Add dry ginger powder. Add little Ghee to avoid not to stick on Pan. add Preservative Colouring agent.( Red or Green or Yello)

Take out from Burner. Take the stick, by using spoon take lime size stuff and insert the Stick hot. Grease your hand with Ghee or Oil, Roll it in hot condition.

allow it for cool. Now your Colourful Lollipop is ready. After cooling Roll in white wraper.

OR

Take small cups or ice cream cups. Grease the wall with Oil or Ghee. Pour the heat stuff in cups. Insert Stick on cups.
After cool you will get Lollipop.

Be careful the the stuff not fall on your Body or Dress.

It's hard to understand what you mean by "I've been trying" Do you have molds to pour the sugar into, and the sticks? Are you following a recipe that isn't working for you, or are you just guessing?

Making lollipops is a basic candy making process where you dissolve sugar in water, and then cook the water back out again. Here is a website that explains how:
