Whether you run out, or just need a cup or two, making confectioner's sugar is a simple matter in the blender. This method can be used to make larger quantities, but it is a real time-saver for last-minute needs. Confectioner's sugar is also known as "powdered sugar" and "icing sugar."

Here's How:
1. For each cup of confectioner's sugar: Add one cup of regular granulated sugar to the blender.
2. Blend (pulse) until it turns to powder.

Tips:
1. A coffee grinder, spice grinder or small mini-processor works as well, for small amounts.
2. The sugar crystals can scratch plastic, so consider carefully before making in a plastic blender or processor.
3. Corn starch or other additives are used in commercial products, and if you're getting a taste that doesn't match what you need, try adding 1 to 1? tablespoons of corn starch for each cup of sugar.
4. This method works best in small quantities - 1-2 cups at a time.

Another source simply says:
For 1 cup powdered (icing) sugar, substitute 1 cup granulated sugar + 1 teaspoon cornstarch ground in a blender to a powdery consistency (not in a food processor: it won't blend properly).

Put granulated sugar in a good blender/food processor - or use a mortar and pestle.

Umm i dont know sorry but i love icing sugar on pop corn :)

You can put the Granulated sugar in a blender until it gets the consistency of the icing sugar. Hope this makes sense,

Just get some granulated sugar and put it in a food processor to break it up a bit. Or, if you have the time and patience, a pestle and mortar will do the trick.
