Answers: Mix of 3/4 flour to 1/4 cornmeal should do it.

flour and vegetable oil

if its a substitute its not a recipe and it wont come out right . i use to argue with my ex wife about that cooking is fallowing the recipe thats why its a recipe right?so if it dont come out right you have youreself to blame.if there is a substitute it would say it on the recipie.im not trying to be a butthead im just saying if youre gonna fallow it fallow it.

if you have cornmeal and all purpose flour those 2 mixed together 1/2 n 1/2 season as you would it makes a perfect alternative to Masa. I use this mixture to coat catfish and other fishes for frying. even works on chicken

I had to look up the meaning of Masa before I was able to answer this question.
The description as I understand it, is somewhat like a tortilla, jewish blintz or kreplach, a chipati or even a chinese dumpling. All of these "things"as I will call them, can be used as holders for food fillings in different cultures. If you just want to wrap the filling with masa (corn dough, there are many other doughs that can be substituted with different ingredients.
Easy Dumpling Recipe for dough type dumpling to drop into boiling soups.
Ingredients:
2 cups of white flour
4 tsp. baking powder
1 tsp. salt
4 tbsp. soft margarine or butter
1 cup of milk (or more)
Method:
Combine flour, baking powder, and salt in a bowl.
Cut in butter that's been kept at room temperature or use soft margarine.
Stir milk lightly into the flour mixture with a wooden spoon and adjust amounts to make sure that you have a moist dumpling dough.
All of the different things that I mentioned above have their own recipes for fillings which you could check on the web browser.
