Anyone know what that round "disc" with holes in it is for, in my very old rice cooker? + how to use it?!

Question: Is the disc totally flat or does it have about 1/2-inch width around the edge to elevate it? If it does, it is probably used to steam veggies. The water would be underneath and the veggies on top of the disc. I have something similar in my pressure cooker, and that is what I use it for.

I would guess it was in there to keep the rice from sticking to the bottom

My mom used to have one of these, I've not seen one in years. It is supposed to be put in the pot with the rice and water and it keeps the water from boiling over. As anyone knows who cooks rice often, boiling over is common. I never understood how that thing worked, but it does.

It has something to do with steam
