Sounds like a very tough cut of meat. And Fat does mean flavor when cooking any meat specially beef.Have you ever noticed when someone orders a burger the jucier it is the higher the fat content its true. But not always does it need a high fat contect to be flavorful. Also harder working muscle thru the cow will be a bit darker as it has more blood pumped thru it.

Sounds like a very lean cut. Fat offers flavor, and helps tenderize meat as it cooks. If your meat was RED, it probably had very little fat. That also explains why it was tough.

Simmer it for a couple hours; it'll tender up.

when dealing with any animal meat the parts that do the most work are the toughest cuts of meat. it will get tender with a long braise or stew.

This will fix the flavor!

TIPSY BEEF
3 lbs. stew beef
2 cans cream of mushroom soup
1 c. sherry
1 package dry onion soup mix
2 Tb. sour cream
cooked white rice
Put everything (except sour cream & rice) in large casserole or Dutch oven, and bake, covered, at 325 for at least 3 hrs. Before serving, stir in sour cream. Serve over rice. (serves 10-12)

The slow cooking and sherry will tenderize ANY cut of beef!
