No. They aren't interchangeable. There is less gluten in all-purpose flour. The gluten makes the dough elasticky so it hold trapped gases as the bread rises, and that's how the bread gets fluffy. All-purpose flour won't accomplish this as well.
Also, you don't want to substitute the other way either. Bread flour will make cakes and delicate items tough and chewy.

it depends on if the recipe calls for salt and baking powder. if it does then yes, if not you need to use self-rising flour
