Real suet is the very white, pea grained fat from around pork kidneys, used to make traditional puddings, crusts and doughs. "Vegetable suet" would, I suppose, be some attempt to mimic that, using vegetable fats, probably partially hydrogenated shortening, perhaps with soy protein for texture. Adding flour or bread crumbs for texture would result in the beginnings of crust, or dough, which you might want to avoid, if using the product further to "make" crust or dough...

A vegetarian suet substitute is available in supermarkets in the United Kingdom that is made from fat such as palm oil combined with rice flour. It resembles shredded beef suet, and is used as a substitute in recipes, but with slightly different results from animal suet.
