It usually means "pound" like the pound key on a telephone, but I don't think any recipe would call for a pound of heavy cream... Could it be a typo?

It's short for pound.
No recipe would call for a pound of heavy cream, and it is not the symbol for pound in cooking- in cooking, if a pound is called for, it is generally spelled out- "one pound." No one uses this symbol to mean pounds in the culinary world, and you can't just apply things that have to do with your cell phone to the rest of life.
(For the British lady, we Americans often refer to the number key on the phone pad as the "pound" key.)
This is very likely a typographical error, or just a doodle next to the ingredient, used like a bullet. What is the recipe for? It would help to know that; then there would be some context for the use of heavy cream.
