Hope this make you clear

1.(IN A PAN) Heat oil, stir fry garlic and ginger until aromatic

2 . Then Add in water and bring to a boil (IN THE SAME PAN WITH THE FRY GARLIC AND GINGER INSIDE) . Add chicken stock and preserved cabbage , simmer for 5 minutes .

3 . Stir in fish balls , sesame oil and pepper to taste ; cook for 5 minutes until done .

4 . When serving , place vermicelli into individual bowls . Add garnishing and pour hot soup over the vermicelli.

It stays in the pot while you add the rest

in your first step....heat the pan first(always!)....drizzle in your oil and immediately your garlic and ginger....
careful though!...they both can burn quickly
enjoy!!
if you're wondering where it goes while the rest is cooking....push it to the side of the pan where the heat is less intense....

You put it in the first step, when you put it in the hot oil and stir fry it. It never says to remove it after you stir fry it, so you leave it in the pan when you add the water and other things.
