Well... Rachael Ray has a cooking staff that test recipes for her.
For people like us, just start cooking and trying different things. Basically, learn by trying.
trial and error, and experience! Don't be afraid to try at least one new recipe a week - and one new food (I usually try some different fresh vegetable) .... Take cooking lessons. A local jr. college may have some, or look in the Yellow Pages
When I find a recipe that I'm interested in, I follow it exactly to the letter. Then I decide what I liked and didn't like about it and change it to my taste. Then I write down the changes and add it to my recipe box. Watching the food network can introduce you to new ideas and techniques that you can have fun with on your own.
Although no promises of you giving Rachael Ray a run for her money, to be a better cook you need to do what you would do to master any other task: practice.
Some of this "practice" can happen without even cooking. Cookbooks are a start, but also educating yourself about food is a big step. Reading lots of recipes, food articles, food blogs, etc. helps you learn about different methods of cooking (e.g. blanching a vegetable vs. sauteing). Learning spices and in what combinations they are used (e.g. garlic and ginger) can go a long way to helping you create your own dishes from scratch or modifying existing recipes.
Set smaller goals for yourself, for example, learning to try a new cooking technique once a month. I actually did this a few years ago and my decision to do this and my experiences is the basis for my blog.
Take courses, either offered at your local library or grocery store or even university.

She does that for a living and has a staff to help her and test her recipes. Most of all the public never sees her failures. Most people just don't have the time to be a great cook.
Make things that you like. Don't be afraid to try new things. Remember that you can always substitute a different ingredient than what the recipe calls for - who's going to know the difference? Always keep trying!
