When they are completely brown. - cut them open and see.

160 degrees on a meat temp check, this chopps get done fast, thicker ones usually take 20 minutes in a skillet or 30 in the oven at 400 degrees

When they start turning brown its ready, but it depends how brown you like them.

use a skewer to see if the juices run clear, then rest the meat for 10 mins to make the flesh more tender. If the juices run clear its fine
