No, you can substrate regular sugar for powdered sugar because the icing will not come out as smooth it will be grainy and will not frost as well.

Depends on what kind of icing....If your using say, cool whip, cream cheese and powdered sugar, then yes, you can use granulated instead. If you're making something light like a meringue then the granulated sugar crystals will "pop" the air bubbles and cause your icing to flop.

Here's a fabulous icing recipe:
1 large carton coolwhip
1 8oz package cream cheese
1/2 cup sugar either kind.
Taste it and sweeten as you like....Start with less though since you won't need as much granulated sugar as you would powdered sugar.
You can also use Splenda if you have it.
