Can i make cream with milk powder?!

Milk powder is dried skim milk, and since there is no fat, then there is no cream!. I don't know where you read that but it's not possible to turn milk powder into cream!.
You can however turn evaporated whole milk (in a can) into a whipped cream substitute!. Straight from the can it can also be used in doughs and batters to simulate cream!. As a whipped cream sub, it can be heated, mixed with sugar and gelatin (to dissolve) and beaten to create the same effect!.Www@FoodAQ@Com

No you cannot, it is powdered MILK not powdered CREAM!.
Just like you cannot make regular cream from reg milk!.
