Increase the heat and add the mince, cooking quickly until browned and breaking down any chunks of meat with a wooden spoon!. Pour in the red wine and boil for 2-3 minutes!. In a large pot heat oil and add veggies saute for 10 minutes!.!.!.add all the rest of first group of foods and boil, then turn to a simmer and cook stirring often checking to see if you need to add more broth or water!.!.!.!.cook for about an hour
It will get to a thick consistancy!.
Top chips with chili and grated jack cheese and optional green olives and onion stips and avacado!.!.!.!.put into a preheated 500 degree oven and bake until cheese is melted and bubbly!.!.!.

1 medium onion, diced
1 small or 1/2 large green pepper diced
11# can diced tomatoes
1 1# can chili beans (Brooks Hot Chili beans are my favorite)
1 small can tomato paste
1/2 cup red wine
1 pkg chili seasoning mix
1 tblsp chili powder
