Answers:
It completely depends on what you're making!. Please tell us what you are making, and perhaps the recipe, if it's not too long!.

ANSWER: Yes, for the recipe you posted, you most certainly can make a bechamel sauce (roux + milk) instead of using cream!. I would suggest using, for each cup of milk, a roux made of 1 1/2 tbsp butter + 1 tbsp flour + 1 cup milk!. I'd use only one stick of butter rather than 2!.Www@FoodAQ@Com

It really depends on what you are making!.!.!. some recipes are more fexible when it comes to liquids, where others may rely solely on the consistency of heavy cream!. Whatcha making!?

I think you can get by with the milk- the cheese and the tomato paste will thicken it a bit!. If it seems really loose towards the end, then just let it simmer with the lid off for a few minutes!.Www@FoodAQ@Com

you could try half and half!.!.!.
I know in culinary, if we are out of milk we substitute it with half and half, or heavy cream if we're out of half and half
but it would be nice to know what you are makingWww@FoodAQ@Com

sometimes you can substitute with yogurt if the recipe says you canWww@FoodAQ@Com

use extra milk and extra butter!.!.!.together they would make up for the heavy cream!.Www@FoodAQ@Com
