See your 2nd question for recipes from me!.
To keep it in the bag, fill 2/3 full, then twist the bag shut!. Hold that twist b/t your thumb and forefinger as you pipe!. You will need to squeeze the icing down into the bag and twist some more as you go along!. Most messes are caused by overfilling the bag!.Www@FoodAQ@Com

Simple buttercream icing should work good for you :)
INGREDIENTS
* 1/2 cup shortening (you can use all butter if you like, but NOT margarine!)
* 1/2 cup butter, softened
* 1 teaspoon vanilla extract
* 4 cups confectioners' sugar
* 2 tablespoons milk
DIRECTIONS
1!. In a large bowl, cream together the butter, shortening, and vanilla!. Blend in the sugar, one cup at a time, beating well after each addition!. Beat in the milk, and continue mixing until light and fluffy!. Keep icing covered until ready to decorate!.
Note, you can separate icing into small bowls, then add different food colorings to each bowl to make different colors if you like!.Www@FoodAQ@Com

1/2 cup unsalted butter
1/2 cup Crisco
Pinch of salt
1 tablespoon meringue powder
1 teaspoon vanilla (use clear if you're making white frosting)
4 cups powdered sugar
2 to 4 tablespoons milk
Mix the butter and Crisco together!. Add the meringue powder and flavoring, and mix until blended!. Add the powdered sugar and mix!. It will look dry!. Gradually add milk until it gets to the right consistency, which will depend on what you're planning to use it for!.
Meringue powder is sold in the cake decorating aisle at walmart or a craft store!. You can also use powdered egg whites from the grocery store!. It adds some body to the frosting and helps keep it from separating!.
You can buy ties for the top of piping bags!.!.!.but you can use a plain rubber band too, or twist the top!. Don't fill it too full, it's better to have to refill it than to have it coming out the top!.
Another option would be to use fondant, which you can shape with cookie cutters, and then you wouldn't have to mess with piping bags :DWww@FoodAQ@Com

It sounds like your icing is just too dry and that's why it doesn't stick!. Maybe it just needs a little more liquid!.Www@FoodAQ@Com
